The case of the humanitarian vessel Ocean Viking exposes the hypocrisy and profound injustice of the European border regime. What is represented as a clash between states, between bad right-wing governments and more open liberal governments is in reality a racist gambling on the life of migrants’ people. The newly elected Italian government has resorted to spectacular maneuvers to show they are doing something to curb migration, leaving hundreds of men, women and children adrift for days. Meloni’s government is doing this to stage a fake clash with Europe, while she is completely aligned with its racist and anti-workers policies and militarization. At the same time, other European countries are more worried about receiving some of these migrants than about protecting their life and rights. Macron’s government seized the opportunity to reject more migrants by suspending a plan to take in 3,500 refugees currently in Italy and further militarise the internal Shengen border in Ventimiglia. As for the European Commission, it is only interested in continuing a policy of selective border closure, inhuman migration governance and politicization of asylum in the context of the war in Ukraine. The European authorities that now criticize the Italian government are the same that prize Poland and Greece for “protecting” European borders using the army against migrants in distress.
As a result of this shameful spectacle, instead of docking in the closest and safest port, as required by maritime and humanitarian law, the Ocean Viking is now docked in a military port in Toulon. But the French authorities have declared that migrants will never reach the “French territory”. They are kept in administrative centers as if they were in extraterritorial territory. This is a legal trick to obstacle migrants’ right to apply for asylum. Instead, France, following the line of “chosen migration”, wants to decide in advance who can apply and who must be pushed back. This is exactly the same logic advanced by the Italian government in discussing the possibility of transforming SAR operations into a sort of floating hotspot. It is also the same logic of different European projects developed in these years and of the many bilateral agreements with third countries.
While we are flooded by rhetoric supporting the war in Ukraine in the name of European values, this hypocritical and racist game, that has made the Mediterranean Sea a gigantic coffin, shows what the “European values” are. We refuse this game and we affirm freedom of movement and the right to seek asylum for all migrants. At the same time, we observe that while this attack is hitting humanitarian SAR operations, thousands of migrants keep crossing borders by any means, showing an unstoppable determination to struggle for a better future free from violence, war and exploitation. We know this future must be built against state politics and the institutional gambling among European states and institutions. Against this gambling we support in any country the common struggle of migrants, asylum seekers and anti-racist groups for an unconditional residence permit for all.

Ocean Viking : non aux hypocrisies des valeurs européennes, oui à un accueil et à un permis de séjour inconditionnel pour tous les migrants
Le cas du navire humanitaire Ocean Viking expose l’hypocrisie et la profonde injustice du régime frontalier européen. Ce qui est représenté comme un affrontement entre États, entre de mauvais gouvernements de droite et des gouvernements libéraux plus ouverts est en réalité un jeu raciste sur la vie des personnes migrantes. Le gouvernement italien récemment élu a fait des manœuvres spectaculaires pour montrer qu’il se mobilisait pour freiner la migration, laissant des centaines d’hommes, de femmes et d’enfants à la dérive pendant des jours. Le gouvernement de Meloni fait cela pour mettre en scène un faux affrontement avec l’Europe, alors qu’il est complètement aligné sur ses politiques racistes et anti-ouvrières et sur la militarisation. Dans le même temps, les autres pays européens sont plus inquiets de l’accueil de certains de ces migrant.e.s que de la protection de leur vie et leurs droits. Le gouvernement de Macron a saisi l’occasion pour rejeter davantage de migrants et militariser davantage la frontière interne à Schengen à Vintimille. Quant à la Commission européenne, elle ne cherche qu’à poursuivre une politique de fermeture sélective des frontières, de gouvernance migratoire inhumaine et de politisation arbitraire de l’asile dans le contexte de la guerre en Ukraine. Les autorités européennes qui critiquent aujourd’hui le gouvernement italien sont les mêmes qui priment la Pologne et la Grèce pour avoir “protégé” les frontières européennes en utilisant l’armée contre les migrants en difficulté.
En conséquence de cette mise en scène honteuse, au lieu d’accoster dans le port le plus proche et le plus sûr, comme l’exige le droit maritime et humanitaire, l’Ocean Viking est maintenant amarré dans un port militaire à Toulon. Mais les autorités françaises ont déclaré que les migrant.e.s n’atteindront jamais le “territoire français”. Ils sont maintenus dans des centres administratifs comme s’ils étaient dans une zone extraterritorial. Il s’agit d’une astuce juridique visant à entraver le droit des migrants à demander l’asile. Au lieu de cela, la France, suivant la ligne de la ” migration sélective”, veut décider à l’avance qui peut faire une demande et qui doit être repoussé. C’est exactement la même logique que celle avancée par le gouvernement italien pour discuter de la possibilité de transformer les opérations SAR en une sorte de hotspot flottant. C’est également la même logique que celle des différents projets européens développés au fil des ans et des nombreux accords bilatéraux avec des États tiers.
Alors que nous sommes inondés de discours soutenant la guerre en Ukraine au nom des valeurs européennes, ce jeu hypocrite et raciste, qui a fait de la mer Méditerranée un gigantesque cercueil, montre ce que sont les “valeurs européennes”. Nous refusons ce jeu et nous affirmons la liberté de circulation et le droit de demander l’asile pour tous les migrant.e.s. En même temps, nous observons que pendant que cette attaque se concentre sur les opérations humanitaires de SAR, des milliers de migrant.e.s continuent à traverser les frontières par tous les moyens, montrant une détermination inébranlable à lutter pour un avenir meilleur, sans violence, sans guerre et sans exploitation. Nous savons que cet avenir doit être construit contre la politique d’état et du jeu institutionnel entre les états et les institutions européennes. Contre ce jeu, nous soutenons dans tous les pays la lutte commune des migrant.e.s, des demandeurs d’asile et des groupes antiracistes pour un permis de séjour inconditionnel pour tous et toutes.

Ocean Viking: no alle ipocrisie dei valori europei, sì all’accoglienza e ad un permesso di soggiorno incondizionato per tutte e tutti i migranti
Il caso della nave umanitaria Ocean Viking mette a nudo l’ipocrisia e la profonda ingiustizia del regime di frontiera europeo. Quello che viene rappresentato come uno scontro tra Stati, tra governi di destra cattivi e governi liberali più aperti, è in realtà una scommessa razzista sulla vita delle persone migranti. Il neoeletto governo italiano ha fatto ricorso a manovre spettacolari per dimostrare che stava facendo qualcosa per frenare l’immigrazione, lasciando alla deriva per giorni centinaia di uomini, donne e bambini. Il governo della Meloni sta facendo questo per inscenare un finto scontro con l’Europa, mentre è completamente allineato con le politiche razziste e antioperaie e la militarizzazione. Allo stesso tempo, gli altri Paesi europei sono più preoccupati di accogliere alcuni/e di questi/e migranti che di proteggere la loro vita e i loro diritti. Il governo di Macron ha colto l’occasione per respingere altre e altre migranti e militarizzare ulteriormente il confine interno di Schengen a Ventimiglia. Quanto alla Commissione europea, è interessata solo a continuare una politica di chiusura selettiva delle frontiere, di governance disumana della migrazione e di politicizzazione dell’asilo nel contesto della guerra in Ucraina. Le autorità europee che ora criticano il governo italiano sono le stesse che premiano Polonia e Grecia per aver “protetto” i confini europei usando l’esercito contro migranti in difficoltà.
Come risultato di questa vergognosa messa in scena, invece di attraccare nel porto più vicino e sicuro, come richiesto dal diritto marittimo e umanitario, la Ocean Viking è ora attraccata in un porto militare a Tolone. Ma le autorità francesi hanno dichiarato che i migranti e le migranti non raggiungeranno mai il “territorio francese”. Sono tenuti e tenute in centri amministrativi come se fossero in territorio extraterritoriale. Si tratta di un trucco legale per ostacolare il diritto dei migranti e delle migranti a chiedere asilo. Invece la Francia, seguendo la linea della “migrazione scelta”, vuole decidere in anticipo chi può fare domanda e chi deve essere respinto. È esattamente la stessa logica avanzata dal governo italiano nel discutere la possibilità di trasformare le operazioni SAR in una sorta di hotspot galleggiante. È anche la stessa logica dei diversi progetti europei sviluppati negli anni e dei numerosi accordi bilaterali con Stati terzi.
Mentre siamo sommersi dalla retorica che sostiene la guerra in Ucraina in nome dei valori europei, questo gioco ipocrita e razzista, che ha reso il Mar Mediterraneo una gigantesca bara, dimostra quali siano i “valori europei”. Noi rifiutiamo questo gioco e affermiamo la libertà di movimento e il diritto di chiedere asilo per tutti i migranti. Allo stesso tempo, osserviamo che mentre questo attacco si concentra contro le operazioni umanitarie di salvataggio SAR, migliaia di migranti continuano ad attraversare le frontiere con ogni mezzo, dimostrando un’inarrestabile determinazione a lottare per un futuro migliore, libero da violenza, guerra e sfruttamento. Sappiamo che questo futuro deve essere costruito contro la politica statale e del gioco istituzionale tra gli Stati e le istituzioni europee. Contro questo gioco sosteniamo in ogni Paese la lotta comune delle e dei migranti, dei richiedenti asilo e dei gruppi antirazzisti per un permesso di soggiorno incondizionato per tutte e tutti.

Ocean Viking: Nein zur Heuchlerei Europäischer Ideale, Ja zur unkonditionellen Aufnahme und Bleiblerecht für alle Migrant:innen!
Der Fall des humanitären Rettungsschiff Ocean Viking zeigt abermals die Heuchlerei und die umfassende Ungerechtigkeit des Europäischen Grenzregimes. Was dargestellt wird als ein Disput zwischen Staaten‚ zwischen bösen rechtsextremenen‘ und ‚offenen liberalen‘ Regierungen, ist in Wahrheit ein zutiefst rassistisches Spiel auf Kosten der Leben von Migrant:innen. Die neugewählte Regierung in Italien hat zu ungeheuren Maßnahmen gegriffen, um ihre Anti-Migrations Positionen vorzuführen, mit der Folge dass hunderte Frauen, Kinder und Männer schutzlos auf See gelassen wurden. Melogni‘s Regierung täuscht einen künstlich produzierten Konflikt mit der EU vor, obwohl beide in Wahrheit dieselben rassistischen, militaristischen und arbeiter:innenfeindliche Gesetze vorantreiben. Macrons Regierung nutzte währenddessen die Gelegenheit einen Plan auszusetzen, welcher vereinbart hätte 3500 Geflüchtete aus Italien aufzunehmen, und um die interne Schengengrenze bei Ventimiglia weiter zu militarisieren. Gleichzeitig sorgen sich andere Europäische Staaten mehr darum die Migrant:innen vom Ocean Viking Boot in ihren Ländern aufnehmen zu müssen, als um die Leben und die Rechte der Menschen an Bord.
Und die Europäische Kommission? Diese ist weiterhin nur daran interessiert ihre Strategie von selektiven Grenzschließungen, unmenschlicher Migrationspolitik und der Politisierung von Asyl lediglich im Kontext vom Krieg in der Ukraine fortzuführen. Das zeigt sich unter anderem daran, dass die gleichen Europäischen Institutionen welche gerade die italienische Regierungen für ihre Handlungen kritisieren, auch jene sind die Polen und Griechenland dafür loben die Europäischen Grenzen zu „schützen“ und dabei sogar den Einsatz von Militär gegen Geflüchtete normalisieren.
Aufgrund dieser schandhaften Handlungen, ist die Ocean Viking nun in einem Militärhafen in Toulon angelegt, anstatt wie von Schiffs- und Menschenrecht vorgeschrieben, an dem nächsten und sichersten Hafen. Die französischen Autoritäten haben jedoch verkündet, dass die Migrant:innen niemals „französisches Territorium“ erreichen werden. Stattdessen werden sie in administrativen Zentren festgehalten, so als wären sie in extraterritorialen Territorium. Dabei handelt es sich um eine Rechtsumgeheung, welche den Menschen ihr Recht auf Asyl erschweren soll. Denn Frankreich, einer Ideologie von „ausgewählter Migration“ folgend, möchte im Vorraus entscheiden, wer um Asyl anfragen darf und wer „gepushbacked“ wird. Dabei folgt die französische Regierung derselben Logik wie auch die italienische, welche gerade die Möglichkeit diskutiert SAR Operationen in eine Form von „floating Hotspot“ umzuwandeln. Es ist ebenfalls dieselbe Logik die sich in vielen weiteren Europäischen Projekte der letzten Jahre zeigt, sowie in den menschenrechtswidrigen Abkommen mit Drittstaaten.
Während wir überladen sind von einer Rhetorik der Unterstützung in Bezug auf den Krieg in der Ukraine, immer im Namen der Europäischen Werte, zeigt dieses heuchlerische und rassistische Spiel, welches das mediterrane Meer zu einem riesigen Saag gemacht hat, das wahre Gesicht der „Europäischen Werte“. Wir, die unterzeichnenden Gruppen, verweigern dieses Spiel und fordern „Freedom of Movement“ und das Recht auf Asyl für alle Migrant:innen. Gleichzeitig beobachten wir, dass trotz dieser Attacken auf humanitäre SAR Operationen, tausende von Migrant:innen unter jeglichen Bedingungen weiterhin Grenzen überqueren und dabei eine unstoppbare Entschlossenheit zeigen, für eine bessere Zukunft frei von Gewalt, Krieg und Ausbeutung zu kämpfen. Wir wissen, dass diese Zukunft gegen Staatliche Politik und dem Spiel zwischen Europäischen Staaten und Institutionen aufgebaut werden muss. Wir sind gegen dieses menschenunwürdige Spiel und unterstützen in allen Ländern den gemeinsamen Kampf von Migrant:innen, Asylansuchenden und Anti-Rassismus Gruppen für ein unkonditionelles Bleibechrecht für Alle!
